How are you planning to teach the legislative branch? The Youth Leadership Initiative's e-Congress program simulates the lawmaking process by engaging students in researching, drafting and passing original legislation.

Here's how it works

  • Five phases (introduction, research, writing, committee, and house floor) instruct students in the workings of Congress.
  • The online version of e-Congress runs from January through April.
  • Each phase of the bill creation process is broken down into manageable segments.
  • Student committees review and vote on legislation written by students from across the country and on a variety of topics.
  • Bills that pass committee move on to the house floor and are voted on by participating students.
  • e-Congress Anytime lesson plans support the online simulation and also allow you to use the simulation at any time during the year.
  • Participation in e-Congress, as is true for all YLI activities, is FREE. Sign up now for access to all YLI resources.

Motivate your students to develop their critical thinking, research, writing and collaboration skills by participating in YLI's e-Congress program. Almost 16,000 student legislators from 45 states and Guam participated in the 2009 session of e-Congress analyzing over 9,800 pieces of original legislation.
